# PG duplicating design panel CSS links in files

After activating the Design Panel, PG repeatedly adds a duplicate theme.css link to a file every time you re-open it.

**Steps to Reproduce:**

1. Open PG
2. Create new HTML page
3. Save the page to an empty folder
4. Click [Yes] to open the folder as a project
5. Close the file
6. Click the Activate button on the Design panel
7. Re-open the file and view the HTML
8. PG has automatically added the new style.css and theme.css links
9. Close the file and confirm unsaved changes
10. Re-open the file and view the HTML
11. PG has now added a **DUPLICATE** theme.css link
12. Close the file and confirm unsaved changes
13. Re-open the file and view the HTML
14. PG has added **ANOTHER DUPLICATE** theme.css link
15. This can be repeated forever
