Is it down or just me? Create and Assign by add rule disappears

Hi guys,

am wondering if it is just me and what is causing this. When clicking the “add rule”, I got the following dialogue disappearing the “create and assign”. I did my best showing you by this gif-anim:

Gosh - apologize any inconvenience here:

The “create and assign” appears magically back by adding a rule-name. Such simple - and a bit confusing anyway.
