I’m a newbie, I want to ask, can I build a WordPress site and upload it to a Windows server like asphostportal? Would it function like WordPress? Would it still be editable? I don’t like WordPress, but I need to build one so someone can do edits from a remote location.

I have both Windows Server 16 on Windows 10 and a straight standard Linux Server.
I don’t know why you suggest using windows instead of linux, because windows servers are much more expensive.
One of the nice things about WordPress is that where it is run has nothing to do with the OS. Even being editable has nothing to do with the OS.
Please check into the requirements of running a WordPress site and installing WP.
Once WP is installed on a server the edits can be done from anywhere via remote internet access.
