I was wondering if there is a guide for adding a new Framework as the core for a project. In particular, I want to add the US Web Design System as the starting point for new projects similar to Bootstrap and Tailwind.

You can start with a blank HTML project and add/link the necessary CSS and JS files to the project. Depending on the structure of there components page you may be able to easily make draggable components.
