Menu bar doesn't initially show up on Safari OSx

Hopefully someone come help, a website I was working on got corrupted whe my Hard Disk died, I restored from a back up. Behaviour of the menu bar doesnt seem correct when view on safari OSx.

Intially it isnt visible, until I scroll the page or mouse over the menu items. Seems fine on chrome (OSx) and fine on Firefox, Chrome and explorer on my PC.

@Paul I’m using OSX 10.9.5 and Safari 9.1.1 (9537.86.6.17) and it displays find screenshots attached.

Could be a caching issue!

I hope so, cleared all history etc… still doing silly’s but the safari has been particullarly rubbish. I need to borrow a friends Mac just to confirm
