You can already do that.
With Pinegrow 9, make sure you are in Flexible mode
Window → UI Mode → Flexible
Then use the floating panel icon
Arrange them how you want. And you can save that layout for quick recall at anytime. (Window → Workspace)
Smart mode was a new feature in 9.
