I thought the whole point of Wordpress was that it was a CMS.
If you want a static website use Pinegrow to create it or hand code.
If it’s the themes or plugins that make WP attractive, look at themes for Bootstrap or Foundation.
Although I have used WP for a newsletter many years ago, I could never really see its attraction.
Perhaps all the baggage that WP contains makes the website look complicated if your client looks at the code.
